UPSC is the short form for Union Public Service Commission. Its a constitutional body in India which conducts entrance exams and regulates service conditions including disciplinary issues of the higher services in the Union government as well as All India Services. IAS is one of the three All India Services mentioned in the Constitution of India. Its members man the key most positions in the Union as well as State governments across the country. The entry to this service is through the Civil Services Entrance Examination held by UPSC every year.

No it wont affect much, when u appear for the interview you would have already proven you academic credentials. The board doesnt care much about your past academic performance, its your performance on the day of interview, your attitude, alertness, and versatile personality that they are looking to test by way of the interview. So cheer up and prepare for the big day.

By underdeveloped it is meant that the country has performed poorly on some predefined indicators of Social and Moral well being of its citizens. The per capita income is generally less in the underdeveloped countries and the quality of life is far below the satisfactory level

Start reading Newspapers as many as you can. Of them pay special attention to the Hindu newspaper. Once you have developed that habit, just concentrate on the Hindu and for other current affairs read Civil Services Chronicle magazine every month. After deciding which optional subjects you want to choose get back to us for further guidance.

Physics and Maths seem like good options for you, but then again you have to go with your interest and availability of reference material.

Yes you can write the exam but only for the next year because this year's last date for applying is already over.

First thing decide upon the optionals you wish to choose. Secondly make a time table with a weekly targets and make sure you achieve them. I hope you are already reading the Hindu newspaper and some good competitive exams magazine, like Civil Services Chronicle.
